Cardano copper reserve: 22M ADA Bet Faces a Wipeout

The Cardano copper reserve asks the treasury for 22 million ADA to buy and tokenize real copper, and DReps are voting it down with just 0.3% yes so far.

Cardano copper reserve: 22M ADA Bet Faces a Wipeout
tl;dr
  • About two-thirds of the money would buy copper; the other third covers storage, insurance, audits, oversight and Toto's own work, per CoinDesk.
  • If the full budget is spent and ADA's dollar price stays flat, copper would need to rise about 49.4% for the treasury to get its money back.
  • The tracker showed 3 DRep votes yes, 63 no and 3 abstain, with the Constitutional Committee at 0% yes.

The Cardano copper reserve proposal wants the chain's community treasury to buy real copper, and so far voters are not having it. Toto Finance is asking for 22 million ADA, about $5 million according to CoinDesk, to buy exchange-grade copper, store it in a US warehouse and issue a token called CuTT for each verified pound. As of our check of the DRep Forum tracker on Tuesday, October 27, the action still had just 0.3% yes support from DReps against the 67% it needs, with more than three weeks of voting left.

What actually happened

Toto Finance, a company that tokenizes physical commodities, submitted the treasury withdrawal on October 15. It calls the plan the "Cardano Strategic Copper Reserve." The metal would be held for 18 to 24 months, then sold over the following year, with net proceeds and unused funds returned to the treasury by month 36.

CoinDesk ran the numbers on October 23. The proposal assumes copper is bought at $6.73 a pound and sold at about $10.06. That is where the 49.4% break-even comes from. Lower spending would lower that bar, while a stronger ADA would raise it, because the treasury's starting value is in ADA.

Toto's founder Monty Metzger defended the plan to CoinDesk. "Copper has significant upside potential, with bullish scenarios projecting approximately 30% annual appreciation," he said, while adding that "commodity prices can also decline." He also said "Toto takes no profit from this proposal."

Where the vote stands now

Since our first look, the tally has only moved against the proposal. The DRep Forum tracker added one more no vote and one more abstain, while yes votes stayed at three. Stake pools do not vote on treasury withdrawals, so DReps and the Constitutional Committee decide this one, and both are near zero support. CoinGecko had ADA near $0.204 at 06:03 UTC (09:03 MSK) on October 27, roughly flat on the day, so the vote is not moving the price either.

Follow the fees

CoinDesk's breakdown is where critics are focused. The budget gives Toto 2.64 million ADA for technology and project management plus a 441,732 ADA execution fee. Toto could also earn up to 278,291 ADA through a margin on third-party storage and insurance bills. Together that is about 3.36 million ADA, roughly 15% of the request.

Toto would also keep the commercial rights to its separately funded CuTT business. Metzger told CoinDesk the company wants to scale to "$5 billion in tokenized copper assets" and that "Cardano could become our flagship showcase."

The token setup adds more moving parts. CuTT would be minted on Ethereum first and bridged to Cardano, and the contracts and their security reviews are still future work.

Asking a crypto treasury to make a big directional bet on a metal, with a 15% service cut, is a tough sell even in a bull market.

Why the vote matters beyond copper

Cardano's treasury does not have much room left. CoinDesk reported that a 500 million ADA withdrawal cap runs through about July 2027, and 457.4 million had been used as of October 16. This one request would eat just over half of what remains.

Voters have been tough before. In May, the Cardano Foundation's 7.8 million ADA request for its 2026 summit got 65.21% support, just short of two-thirds, and the event was canceled. Toto is asking for almost three times as much.

The bigger theme is real-world assets on-chain, which keeps growing. We have covered that push in pieces like Ondo Private Markets, and governance fights over treasuries in stories like the Evernorth XRP vote. The Cardano copper reserve vote is a live test of whether on-chain voters want their treasury acting like a commodity fund.

What to do as a reader

If you are an ADA holder with a DRep, check how your DRep voted on the Cardano copper reserve via the DRep Forum tracker and switch delegation if you disagree. That is the whole point of on-chain governance.

Mind the dates. CoinDesk reported voting closes November 15, while the tracker lists the end of epoch 668 on November 20, so check the live page before assuming you have time.

Do not buy any "CuTT" token you see floating around. The contracts do not exist yet per the coverage, so anything trading under that name now is not this project. Nothing here is investment advice.
